The main problem and limitation is the lack of knowledge of the functional goals. 
You have a very short description of what you have to do, and you don't know what the future will be. So, you can not anticipate , and you are sure you  will have  to "refactor" what you have done .
It is sometimes hard to know exactly what "they" want !
It may be sometimes , a lost of time ...</description>

I need to change every Portlet Button's color so that I put  my code in Liferay &#62;Look and Feel&#62;CSS to make it work on Portal.

cursor:hand;
color:#3b73b9;
}
 I refer this class in my Jsp code as Styleclass but as per your suggession also the Style of button is not changing it is showing the default behaviour.
Could you please help me on this..</description>

you can modify every portlet in the classes or in the pages.
you could add an ID to the portlet or to the form and it shoud work.
